There is a housing shortage in German cities. Many people are looking for affordable housing. Despite this, there are many vacant houses in the cities.
The owners use the properties purely as investment properties, and the houses change hands over the years without being lived in. Profits are obtained by way of reselling the empty houses simply because real estate prices keep rising. Renting out the real estate stands in the way of the profiting. The cost of living space is thereby driven up further and further.
The series features some of these ghost houses and highlights the concrete places in the Cologne cityscape. They are there, but the city administration feels unable to act and to oblige the owners to rent out the buildings.
